Bertrand Tavernier’s dark comedy (which takes its title from a French narcotics law) is an homage to the Parisian police who do their best to stem the drug trade, in spite of alleged poor working conditions, underfunding and inept managers. Lulu, a 15-year veteran of the Paris Police Department, is transferred to the division of operations known as “les Stupes” (from “stupefiants,” French for narcotics). There he is put on a team assigned to bust a gang of crack dealers who have attacked Lulu’s chief informant and plagued the entire city
